So Jindal cut a contract with a company which cost us millions?

I was watching a local tv program (Informed Sources) and it was stated by a panelist named David Hammer (WWL reporter) that Jindal cut out a 2 million dollar contract with a company that recovered Medicaid money. The money lost as a result is currently estimated at 42 million dollars. The state is attempting to recoup some of that money but it looks daunting.
An example he gave was if an auto accident occurs and before liability is determined, Medicaid pays for services in some instances. Once liability is established, if an insurance company is financially responsible, they repay the states Medicaid funding. This was overseen by the Department of Health and Hospitals (Jindal's supposed area of expertise).
This is a big chunk of change. Before someone posts the comment "Fake News", is anyone here more informed than the "Informed Source"? This seems like pretty poor oversight.

Jindal was a horrific governor. Just like his predecssor and successor.

He was supposed to be really smart at handling money stuff like this, and the idea was that he would bring a practical and competent hand to handling finances. But we just got another corrupt politician who was more concerned with setting up his image on the national stage as "good conservative politician" so that he could audition for his next job rather than look out for the best interests of Louisiana.

Correct. Louisiana is filled with mouth-breathing idiots, which is why the state will never amount to anything.

I assume you're referring to the third party liability contract with HMS. If so, Jindal didn't kill that contract, DHH did. The simple reasons being A. Their IT systems are antiquated, so the data being fed to the contractor was garbage and B. The providers threw tantrums every time they were asked to return money. For instance, a couple years ago it was discovered that Acadian Ambulance was liening and foreclosing on people's property, but they seemingly forgot the bills originally paid through uncompensated care reimbursements from the state was supposed to be returned. At the end of the day they settled with the state for pennies on the dollar.
Similar to TPL, there's corrected balance adjustments that are intentionally overlooked because of the political realities of provider pushback. The feds actually fund most of the contracts for the CBA audits, but the state only uses them to the minimum extent they're obligated as condition of receiving Federal Medicaid money. I suspect the CBAs are actually a much larger loss of funds than TPL. Imagine how many hospital bills are modified or corrected. You can be certain when the bills increase they're sent to collections, but when they recover from another insurer, patient, etc. they aren't nearly as diligent in their adjustments when it involves the return of the state's share.
The hidden secret behind everything: The state prefers to turn a blind eye, because they're obligated to return the Federal share of improperly spent money, and they use the same reporting methodology and approach as a food servers who has to claim their tips to the IRS.

The other unmentioned and unaddressed problem with that contract (as well as the new one) is that HMS only performs the audit. ...It's up to the state to pursue recoveries. There is little effort placed into recoveries, and most of the money collected is merely the result of the honor system.
What about what about the Office of Debt Recovery you say? Federal rules require that improper payments need to be returned to the feds within 12 months of a final audit report, regardless of ability to recover. LDH doesn't trust that DOR will recover the money within months, making it better to simply pretend the debt never existed. So, you can expect this administration to punt this issue just like the last did.

Any state that base their whole budget and economy on a commodity as erratic as oil is asking for problems. Just look at Venezuela as a result.

So it was a smart move on Jindals part, in theory? If it were to work as proposed in the contract, we would all be applauding, right?
And basically, someone with a business approach like trump, could go in there and enforce all parties to adhere to all stipulations in the contract, and it would be fixed in a couple of months?

We've had a few good governors that did good things for this state like John McKeithen who pushed through the Louisiana Superdome which made tourism really boom in New Orleans and brought more dollars into the Louisiana economy and Mike Foster who was a damn good fiscally conservative Governor who pushed through some damn good budget reforms that's preventing JBE from wrecking shite today.

Nope.
Jindal didn't give a shite about this state and Governor was always a stepping stone to him for that beltway life in DC.
He spent that second term checking the boxes with half assed initiatives that look good on paper to get material to advertise for his bullshite presidential run to people who would never take the time to investigate his governorship.
Sweet justice was his bullshite presidential run being dead in the water before it started.

I'm shocked to hear some anti Jindal comments on here. Three years ago he was worshipped. Talk about mismanaging money. Came in with a surplus and ended in a huge deficit.

No, the state of Louisiana can't get quality people to run for office. If the right people get in office and stir up too much shite, they ar threatened and driven out of the office they hold.
