The CIA can enable the microphone on any IPhone, Android, and other electronics, such as TV's, anytime they want to. Even when the device is off.
The CIA and government can listen to basically anyone they want to, whenever, unless you have a Nokia phone or some other flip phone. This includes vehicles, TV's, and other electronics.
The CIA can also disguise their hackings as any other nation in the world through their Umbridge system, including Russia.

Yeah, maybe we shouldn't have thrown out those tube tv's just yet.
It's great we have this technology, and we should develop such abilities for possible conflict. But damn, too many events over the past few years seem to parallel a bit close.
The reporter like someone mentioned above. Hasn't there been more than one accident with a car that wouldn't stop driving?
The "Russian" cyberware markings on all the DNC materials the left touted on end are now in doubt.

Bush opened the doors for this back with the Patriot Act. The Patriot Act, if used with pure intent to battle terrorism, is a great law. Unfortunately it didn't take long for the government to use this as a stepping stone to what they do now.
