The Dutch have a prison problem, too many empty cells

Not to a homogeneous, educated, small population that has severe limitations on who and for how long guests can stay in their country?

Generally doesn't work in this country. Recidivism rate is extremely high. Can be contributed to lack of job opportunity after conviction. However, a lot of the offenders didn't exactly have skills that relate to employment before being convicted.

We've never actually tried it.
The Dutch have work release programs and shite. The jails in the US just make people worse.
Clearly our countries are very different, but to even suggest the US has given any decent effort in this arena is farcical.

To be fair, they'd already be "institutionalized" in the US.
A real experiment would be 1,000 first time offenders slated for hard time in the US that get to go to The Netherlands instead and do it their way.
Then compare results with 1,000 first time offenders slated for hard time that do it the US way.

We have completely different cultures. The Netherlands, a country known for tolerance. The United States: string bikinis, Tupac Shakur, and AR-15's.
The two aren't really comparable.
