Love this move by Trump. I hope he finds a couple more ways to limit lobbying, too, but this is a great step.

send them all to seriously red states to diffuse their political impact. spin it as spreading federal resources to poor states instead of centralizing them in DC, NoVA, Maryland, etc

This will never be repealed for the same reason that Ron Paul couldn't gain enough traction to credibly run for President.

And besides if they had enough economic value to work in the White House of all places, surely they can translate that value into something short term that provides a steady paycheck until the five years are over.

Actually on second thought shouldn't they be sent to deep blue states? Those government departments are full of liberals everywhere and I think they could pose a risk to turning a red state purple.
