Scene in Revenge of the Sith when Obi-Wan is watching Anakin w/ no legs crawl up

Isn't this kind of counter intuitive to Obi-Wan caring about Anakin? He's kind of just watching him fall back towards the lava to burn and die slowly. Isn't that worse than just killing him quick outright after he slices his legs off?

How willing are you to help someone that just tried to kill you then said he hates you?

Here is the excerpt from the novelization of Revenge of the Sith:

Obi-Wan looked down. It would be a mercy to kill him.
He was not feeling merciful.
He was feeling calm, and clear, and he knew that to climb down to that black beach might cost him more time than he had.
Another Sith Lord approached.
In the end, there was only one choice. It was a choice he had made many years before, when he had passed his trials of Jedi Knighthood, and sworn himself to the Jedi forever. In the end, he was still Obi-Wan Kenobi, and he was still a Jedi, and he would not murder a helpless man.
He would leave it to the will of the Force.

Obi Wan knew that Anakin was beyond saving, at least to him personally and there was nothing he could do to save him physically as the empire had taken over the nearest medical facilities so it was better to let him die and get it over with.

Anakin killed younglings, which Obi-Wan saw for himself. He disobeyed the Jedi by getting married to Padme AND he killed Mace Windu. Choked Padme to death as well. By that time he was no longer Anakin.

Well it's pretty much the rule of thumb that it's not the Jedi way to kill a defenseless person. Seems Kenobi was following the rules as usual.
