That should have been much later into the series. Luthor should be the villain with good publicity for a while. He's a pretty good Karma Houdini. Really we should have had about a dozen DCEU movies before Luthor sniffs the inside of a jail cell. And after creating Doomsday and being absolutely crazy, no one is going to want to follow him.

This is on point. I mean they basically just blew their load with a great villain in one movie and he basically can't be used anymore.

well what gets me is that lex usually gets away when his schemes are foiled. The scheme gets shut down, but he does his part far enough removed that he walks away.

they so fricked it up.

Oh well, MoS was marginal, BvS was garbage, and SS was possibly the worst movie I have seen in years.
