at some point the safety of the fans needs to take higher priority than even their level of enjoyment. short of avoiding the region as a whole until it stabilizes(if that ever fricking happens), you'd have to at least award a host who will actively campaign on behalf of the people who will be traveling to the tournament, rather than enacting policy to "protect" their own citizens.

FTR, I have been to Qatar and their night life is phenomenal.
You just go to the hotel bars and all the foreigners and exotic women are there and it's crazy.
