You realize that this is the exact reason why you save, right?
I'm 26 and know that you save money because if shite hits the fan you have it to fall back on and don't have to rely on a hand out.

DSNAP has two "parts"
First part is for people on regular SNAP, if they can prove they lost food purchased with SNAP, they will get replacement dollars.
Second part is that many people have a loss of income. This is what got so many people qualified after Katrina... when all commerce shut down / people were relocated out of town, they immediately had no income, and could qualify for DSNAP.
I don't think expenses figure into the equation, and assets (or loss of assets) do not as well.

He may have made a poor decision not having flood ins but to say he was in a place that floods frequently is not correct. You are mis informed as well as most people in this country. People flooded during this flood that will probably never flood again. If he didn't have flood ins then he either owned his home outright or he was in zone x which mortgage lenders do not make you purchase flood ins because the risk of you flooding is so low as in .01% chance of flooding.
