Pay the fee. Too much of a headache otherwise.
1. It said it could hit my credit for not paying.
2. Since Texas does state inspections, it said I would not be issued my next year's inspection if it's not paid. Not sure if that was true or a scare tactic, but it worked enough for me to send over the $75.

Texas no longer requires vehicle inspections.
