Reading the article, I wonder if they're portraying his comments correctly.
It's almost like he's addressing it from the "problem" of volunteers who weren't able to get into certain areas. If so, he may not deserve scorn for that position if he's just trying to facilitate their continued usefulness.

Google maps and a way to mark cleared houses and mark where people were picked up would be all that is needed.
