It's not just that..
It all sounds like a good plan to me

They ask for $2B and "settle" for $500M.

Is it a state or parish road/bridge? Why wouldn't maintenance fall under our already paid tax dollars. This is eerily similar to the GNO. Bridge had been paid off for years and there was no telling where that money was going. When they claimed they would have to shut down the ferry and lay off a bunch of officers it got heated but here we are now with LSP patrolling (as they should) and funding for lights and maintenance coming from local tax dollars. (As it should)

The should go ahead and start putting the extra lanes in for $2B. It will only get more expensive from here on out.
