Always been there, they are jellyfish, anemone and other such animal larva that posses the stinging apparatus of adults in a smaller for.

Sea Lice is not actually the proper term, it should either be beach lice or Sea bather's eruption. Sea Lice are a fish parasite and not a threat to humans.

Used to surf the gulf coast (storms) in the winter back in the late 80's. Those little frickers would get in your wetsuit and make you hate life. They were very small and transparent.
