You can still have a GPA requirement. It just should be less important (read: less stringent) than the ACT requirement.
The ACT is very very learnable. If you didn't do well on it, it's because you didn't put the effort in (with some exceptions).
You want the free money, study for a few weeks before taking the ACT and you'll be more than fine.

They could just partially kind tops just enough so that only kids with a 23 and up get the scholarship.

The best average I could find for Louisiana ACT scores range between 19 and 21 depending on the year.
15.6 to 17 for Black students
19 21 for Ahite students
22 to 23.5 for Asians
Hispanics don't matter
Well if the goal is to reduce TOPS strain on the budget this will get the ball rolling.

With above a 30 you get tuition/boarding/meals and a stipend. Or you did when I was a student.

You can take the ACT in your Junior year. You get a 31. Why even go to school the next year?

Good. It should be elevated. This will cut down on some of the people who shouldn't attend college to begin with.

I bet ones who say it doesn't matter are ones that didn't have a good GPA because they didn't try in high school.
Some people are smart and just don't test well on standardized tests.

I do think this is an issue.
It shouldn't just be "the next step" like a lot of students are treating it.
I think they should go out and find what they want to do prior to going into college. Some would do great in trade schools or getting associates to get to where they want...and then move up from there.
I say this out of love, and I have a right to say this...because I am in the trenches teaching students who definitely do want to better their lives with an education...and I've taught the others who, again, are doing it just as the next step.
