Well I guess TOPS IS racist. Good idea to get rid of all racist things to better the state

It was never meant to be a needs based scholarship. They have Pell grants and shite for that.

What difference does it make who benefits from the TOPS program? They set out, defined educational requirements (X gpa, X act/sat). Anyone who classifies with their requirements can benefit from TOPS.
Also, I'm sure that a majority of white students choose to attend college over black students.

Let's add some perspective on that. What percentage of high school graduates in the state are white?
