Louisiana litter, trashy people or cheap government?

I believe every state has the same amount of inbred trashy people who think it's ok to throw shite out of their car windows or dump their rubbish in a ditch on a rural road.
Is it that Louisiana just has more trashy people or is it just our local and state governments don't want to spend money to have continuous litter cleaning or really enforce litter laws.
I just drove to Houma and back on Hwy 20. The shite along the sides of the roads is just a sad sight.

Trashy people.
Went up to Nebraska to visit family this past summer. Lincoln is one of the cleanest cities Ive ever been in. So much cleaner and nicer all around.

It really is embarrassing. Every time I go on a work trip out of state and come back I just shake my head. I think its Louisiana's trashy citizens.

Both. There are way too many people in this state who just don't give a shite about littering. And you have people who fill their pickup beds with trash and it flies out all over the place once they hit the interstate.
There's a property behind the Tanger Outlet mall in Gonzales where this guy has literally thousands of foam cups and paper bags strewn about his property, which sits less than 50 feet away from a no littering sign.

Another factor is pick up trucks. We have a HUGE number of pick up trucks and people who just throw stuff in the back without considering that it is going to blow out

That is why I say if you are on welfare you should have to pick up trash on the side of the road. No free rides. You want taxpayer's money....perform a service for taxpayers.

agreed...I really seem to notice it a lot more when I am away from LA for a week or so and then come back...total fricking shame.

Yep.
Plus hot weather and a lot of poors. It's not all intentional weather. You have people driving old cars who can't afford to fix the AC, and as a result they use 460 air conditioning. Which can cause things to blow out the window.
