Yeah but these are the kind of bars where you are drinking plastic cup drinks, made from one liquor and one mixer, to get drunk, so does it really matter?
I drink real cocktails, at bars that are in nice restaurants, so I see them make my drink a lot of the time, and when I don't, it's because I'm sitting at a table in the kind of place where they're priding themselves in their craft cocktail and certainly not trying to cheap you out.
I make my own cocktails at home as sort of a hobby, so yeah I can taste the difference. But if you are drinking the kind of drink that's just one liquor and one mixer - that's a "getting drunk" drink anyway so I don't know why you'd pay for top shelf booze to go in it in the first place. If it goes in a plastic cup, it should come from a plastic bottle - that's my rule.
So far as guys at nice bars getting scotch or bourbon neat, you can certainly tell the difference and I doubt that type of establishment is cheating their customers anyway - what we're talking about here is an "in da club" type joint or a college bar. In either case you're wasting money to buy top shelf.

To an extent. Depends on what is meant by "premium".
The plastic bottle brands are discernibly worse. McCormick, Popov, etc.
HOWEVER, there's no difference between Tito's (which I don't consider a 'premium" brand or price-point) and anything more expensive than Tito's. You should pretty much stop at Tito's. Belvedere and Grey Goose are a ripoff.

Monopolowa 1.75L is usually around $26... and it's potato.

Pretty much. The only place I'll get hard liquor is at Churchill's.
The rest of the time it's draft beer. Now I drink too shelf at home because I have a massive liquor collection and a fully stocked bar. So I know want different stuff tastes like. And I'm usually only mixing with club soda or tonic so the damn sugar doesn't completey overpower the flavor of the liquor.

Actually participated in a similar activity at Northriver Yacht Club in Tuscaloosa.
Wedding ran out of Dewar's and the bride's dad got pissed started raising a stink with the manager. So he took the empty Dewar's bottles and filled them up with Usher's. Everybody was so sloshed I am sure they had no idea.

This tactic has been going on all over the world over the past 20 years, it is nothing new.
I imagine an audit is not very difficult, seems that they would just compare sales of premium liquor against wholesale purchases of the generic stuff....correlation = busted.
Sounds like the people that got busted were not very smart with how they were doing it.

Pretty much any liquor store. The liters and 750ml bottles are square... and usually $12-$15 tops.
