Is it possible that the kid was riding the bike in a way that could endanger others?
Is it possible that the kid ran from the cops?
With the above in mind Is it also possible these cops were idiots.
The point is the video is inconclusive and does not provide enough info.
But if you want me to say at face value that arresting a kid for not wearing a helmet is ridiculous I will ....because it is. (But there MIGHT be more to the story than just the video)

I've been pulled over on my bicycle plenty of times for BS. Once for 'following too close" behind a vehicle. Once I had to do a field sobriety test after riding through the Cajundome parking lot. Been arrested while riding 'street' bmx. On another occasion I was stopped, searched and questioned for nothing in particular. And I'm just a suburban white kid trying to have fun on my bikes.
