"Pan Pan" is the mid-level "pay attention" word used at the start of radio broadcasts to alert to the urgency of what's about to be said. It can be used by anyone, although in practice, mostly by the Coast Guard. There are three levels of urgency:
Securite: Routine. General information for mariners, updates about aids to navigation, etc.
Pan: Urgent. Vessel is overdue, perhaps broken in need of non-emergency assistance, etc.
Mayday: Life threatening emergency. Sinking, out of control fire, etc.

One vessel is. I think it's a volunteer vessel and not searching the area around Tybee Island.
