Probably because they are lonely. You try living your life on the streets without a family to love and hold. No people to converse with. No job to network. No warm blanket to snuggle with in a comfy king size tempurpedic mattress.
All they have is their dog! Don't take that away from them!

Dogs make people happy when they are down.
Also, cops are less likely to take you to jail if they have to take tge hog somewhere too.

I'm sure there are many reasons. Some off the top of my head:
-they're lonely
-they probably get more money panhandling
-I know gutterpunks get them because they are less likely to get arrested (although Sidney Torres put an end to that bullshite)

Doubt its a stray. There aren't many stray dogs just walking around New Orleans. I'd say it was stolen.

The average homeless person takes better care of their dog than themselves. They even give at least half of all food they get to the dog. I'm sure their are psychological reasons, but I don't know what they are.
