As soon as OTers start frequenting NBR, Im sure those threads will start regularly popping up here. Since the majority only live and work in other areas, this is what posters will report on here since that is what they see.
But you are right. No way are cops writing traffic tickets to people in NBR. The cops are either too scared and obviously they know that they arent gonna pay the tickets, so no checkpoints are being conducted or tickets are being issued in NBR.
Now just dont go to city court and check out the people standing in line waiting to pay tickets. It would destroy this line of thinking. But if you are looking for a link, it can be found any weekday morning in city court, which is located at 233 St. Louis St if anyone wants to go look.

I do know that the majority of fine money collected goes directly to city court and to the public defenders officers. Hardly any is directed to the police department. So the assumption that it is revenue generated is funny
For example, the operating budget for BR city court was around $9 million last year. The budget for the police department was around $85 million.
So combined, that is $94 million between just those two agencies. Not sure what the budget for the public defender's office is, but it would help push the total budgets between the three agencies to over $95 million.
The total amount of city court traffic fines collected last year was around $1.5 million. So the three departments have to share that money.
But for argument's sake, if every single penny collected went to the police department, that would only amount to 1.8% of the total police budget. And that is if every single cent went to the department and none of that money was used for court costs or the public defenders office, which isnt the case. If the police department received half the fine money collected, then less than 1% of their budget would come from traffic fines. And the police department doesnt even receive half the traffic fines collected. So its way less than one percent of the budget
