Running is mostly mental - your willingness to fight through the pain. You are much more capable than your mind allows you to be, but you have to get through discomfort in the process.
Also, make sure you are getting the most out of you form. Efficiency is also a key. Be an efficient runner. There are numerous videos on running efficiently on the web.
Control your breathing...look up the box breathing technique.

Can you talk while running?
for the first 1.5-2 miles, i can. i usually check it by singing whatever is playing on the headphones
I may try slowing it down a bit and see how it feels. Don't get me wrong, for the most part, i feel great while running. Much better than i did a month ago. Like most of you have said, boredom may be a part of it due to being confined to a treadmill

are you doing any other type of runs besides just running at a set pace for 3 miles?
any speed work?

no, not outside of sprinting the last .25 of a mile or so

Treadmill running is the pits, man. Do you have a few streets in your neighborhood or is it one street? I find I do a lot of good running at my own pace (not trying to break records, but still trying to maintain a good heartrate) when I run outside. Try running in the cold or rain, too. It can be fun.
I don't recommend running in the middle of the day in the summer. I know you got little ones and all kinds of responsibility so time is of the essence, but if you can keep it to early morning or late afternoon (even then it's hot from the leftover heat on the street from the day), do it.

I'd suggest doing speed work once a week
not only because it will help your endurance greatly, but it is a nice change of pace from the same old run and tempo you usually run
100 yards...1/4 mile...whatever distance sprints till you die
I don't know what training program you are doing, but most legit training programs recommend 3 different types of runs per week
tempo
speed
long
sounds like you are just doing tempo, which isn't exactly an efficient training program

Salmon, do you by chance use a hrm? It totally sucked but it totally helped. lol

Invest in a TomTom running watch. About $150. You set goals based on distance, heart rate, pace, etc.
Edit: Also easily bluetooths your results to the app on your phone.

no idea what that is
I don't use anything. I just go by how I feel most days whether or not I run fast or slow or short or long
I only use designed training schedules when I'm training for a marathon, and even then I usually design that myself

heart rate monitor. PT suggested it to me and after trying it "my way" finally gave in.

I've always based my marathon training off Hal Higdon's programs

Do you have any hills or large number of stairs close by? Finish your sprint runs with a hill climb. Jog down slowly and repeat.

Hal Higdon is a great one. You can also check out Jeff Galloway. Runners World also has some great training programs.

Ever run in Newtons?

Newtons are great, but, if there is a store that sells Hoka One One shoes in BR, I would strongly suggest you go there, put them on your feet, and run up and down the sidewalk outside the store. Just a compeltely fantastic shoe. I would recommend the Clifton model.

So i ask him for some tips on busting past the 3 mile mark b/c lately it feels like it's taking everything i have to make it there.
For your weekly long run, have some one drop you off 6 miles from home and start your run there. You'll be running 6 miles before you know it!
