Brady has had to work with less than Montana.
Otto Graham was a complete athlete in a way Brady is not and probably only two or three others may have been. Graham played pro basketball for the league champs the year before he started playing pro football. he led his baseball college team in batting average. as a college all star he led the college all star basketball team to a win over the pro champs. He was a two way football player. He made an INT which he took back 97 yards, against Sammy Baugh in the college all star vs pro champ game.
Graham won several pro football championships.
Clobbered NFL champ Green Bay in the transition game for Cleveland from american league to NFL.

On offense? Yes. But Brady has had better defenses and the league is more water downed today than it was when Montana was playing.
ETA: Montana did win one in 1981 before Rice, Craig, and Tyler got there.

Kelly played fine in 2 superbowls. Vs skins he had the 2 td 4 int game which was brutal and in the other he was hurt early in game...and the bills had 9 turnovers as a team they all shite the bed that game.
