Odds are that an 11-5 NFC team will be left out for the first time

Just based on schedules, Arizona, Seattle, Dallas, Philly, Green Bay and Detroit all are more likely than not to win at least 11 games this year. Only five of those six teams can make the playoffs, and if it plays out like this it will be the first time ever an NFC team didn't make it in with 11 wins.
Based on tiebreakers, it appears the odd man out will likely be the loser of this week's Dallas/Philly game. Both teams lose the majority of the tiebreaker scenarios if they are competing for the wildcard and would need either Arizona to lose out or Detroit to be upset by Chicago or Minnesota and then lose to Green Bay.

Is the overall NFL record 11-5 as well? Set by the Pats a couple years ago I believe, it was the year Brady got hurt I believe.

If the NFL is smart and not shortsighted at all for a change, they would have the position that the current playoff format is one of the best in pro sports and it is the most fair and accurate format for determining a champion. If you win your division, you will have proven yourself as the best team out of 4 teams in a 16 team conference and that should always be rewarded with a playoff spot and one guaranteed home game when only 6 teams can go to the playoffs.
With that said, a 7-9 or 6-10 division winner is an anomaly and certainly should not be treated as the norm and indicative of a larger problem. It's extremely and highly unlikely this will happen again for a long time. To change the playoff format would be an overreaction, indigent outrage seeking to punish an anomaly and only hurt the NFL brand and get rid of a great playoff format. It's unfortunate that there's a team that's below .500 in the playoffs but that's just what you get when an entire division is so shitty and its inflating the W-L records of other teams and divisions and not even the best playoff format can account for that. No playoff format is perfect even when it may be one of the best in sports.

I know there were talks of expanding the playoffs by 2 extra teams, one for the NFC and one extra for the AFC. Does anyone on here know if that passed and when it might go into effect if it did pass? Just googled and saw where that should go into effect for next season where we will have 14 teams in the playoffs rather than 12 like this year.

Who cares? They should have been smart enough to be in the NFC South.
I hope that the Saints go 6-10 and make it in over an 11-5 Dallas just to hear Cowboys fans cry.
I am actually kidding. I think that the whole thing is ridiculous and that if a division winner cannot go at least 9-7 and there is a higher placed Wild Card team, then that division winner should give up their playoff spot to the team with the better record.
Hopefully, the disaster that is this season in the NFC South will lead to a change.

I hate the Cowboys with a passion, but if they go 11-5 and miss the playoffs, it's a guarantee that the NFL will take more playoffs in the future.
