I think they are both a solid Tier 2.
Moody Blues really introduced and excelled in the symphonic rock spectrum. Although you don't hear their name much, they are regarded very highly across the world and have an extremely dedicated fan base. Granted they did influence shite bands like U2, but I think they should be Tier 2 based on ingenuity and performance alone. There are some good links in this thread if you'd like to conduct more research.
And as for ELO? Well they are just fricking awesome.

I find the Moody Blues to be a bit boring, and all the bands ahead of them are better, imo

Agreed. I'd avoid listing him at all actually. More of a jazz fusion type deal.

Yes in their prime were obviously awesome. But that band is the very definition of hanging on. They have released 27 or so studio albums, the majority post-70s crap.

If it was made after about 1985 I haven't heard it and it didn't make the list. This is more "Golden Era" prog, so early 70s to early 80s.
