Is Ebola outbreak or ISIS attack legitimate cause for Martial Law?

If, heaven forbid, Ebola were to spread, or ISIS were to attack on US soil - and our government declared Martial Law - curfew, travel restrictions, firearms confiscations, etc. - would the public agree to this, or rebel? Would a "trumped up" fear of this be enough to allow for a declaration of such?
Do the American People have the will to stand up against it? Could they be "bought off" if they were provided a "perk" of an "inconvenience" payment for every month of Martial Law?
Does the government - at all levels - have enough power to control the people? Could this be a tactic to freeze elections and keep those in power there? Could this be a new horizon for political parties to continue control beyond election cycles?
I wonder because we see so many views on the police stops, gun rights, etc. etc., this seems to be the next frontier of Government intrusion vs. People's Rights.

Martial Law is unconstitutional unless ISIS were launching a land attack.
