The cost in civilian casualties is well worth the dividends in psychological effect. Don't harbor terrorists and you won't get bombed.
I'm still waiting to hear back from the pentagon on my idea of having nothing but female pilots doing the bombing runs from now on. The psychological effect would be devastating.

When the targets cowardly hide amongst the masses, innocents will die. If these people would stand up and fight for themselves, none of this would ever happen.
