These pieces of shite are just the latest LCD of a cycle perpetuated when taxpayers started to be forced to pay for the numerous bastards brought on by the "great society".
If you don't introduce limits (if you have more kids than you can afford to feed they starve) you perpetuate the bottom of the barrel as far as breeding wise. You balloon a population who's value is limited without training and education, and have them raised in a system that devalues hard work and education.

That's precisely the problem.
Nobody is keeping tabs on these little monsters. They roam completely at will. It is literally Lord Of The Flies with their upbringing. They are raising themeselves. Their late teens/early 20s mothers can't be bothered to keep a collar on them. Trust me, I know. I live in the 9th Ward and see it every damn day. And on the rare occaisions when momma does feel the need to step in and straighten junior out, it comes in the form of yelling expletives and slapping the kid(s) in the head.
