Hand to hand wise, seals would still win. Bigger stronger men that are much better nourished.

Why do you assume Roman soldiers aren't strong and tough? There's nothing magical about modern man other than nutrition, and a Roman's lifetime of training will easily overcome any size difference, which is probably overstated anyway. At one point there was a height requirement, I think around 5'9".

Do the SEAL's have flamethrowers or air support? Or are they just winging it with whatever rounds they can carry?
If they have SUV's they can just run over the legionnaires repeatedly ... until they run out of gas.

The height requirement was 5' to 5'6
Any taller and it would mess up their lines/how they fought. Also, bigger people need more calories.
The only thing I can think of w "modern" vs "ancient". Was the Spanish (Pizarro) - again they had less than 200 people vs the incas 80k troops

Fully staffed Ferguson Police force with Riot gear (drones and armored vans included) and one or two M1 Abrams tanks (with crew) to take out the Roman catapults.

The modern guys would have the advantage in nutrition/fitness I would think and probably training but the Romans would have experience with the weapons and related tactics.
I come from the MSB, so I'm fully qualified to answer this question - The Romans would win in a landslide.
Why you ask? The same reason Jordan is better than LeBron and Nicklaus is better than Tiger - because everything was better back in the day...

I think someone already said it, but you need 2 guys. They don't even have to be Spec Ops.
One guy drives the SUV around the Romans at a safe distance and the other guy shoots out the window from the back seat.
10 minutes and you've killed a few hundred Romans. The rest break ranks and haul arse. You win.

Unfortunately, these are the groups people think of when they hear the word "Seal". Line teams of Seals, Rangers, Army Special Forces, are all highly qualified, motivated and skilled operators, but they are not this all-star team as the public perceives them.
DEVGRU and Delta recruit (by invitation) from all the above groups. Delta goes one step further - they tell everyone they encounter they're "Navy Seals" - as a big joke.

You might need almost 1,000 SEALS, unless you set up the encounter to give the SEALS all the advantages. First think you need is a shitload of ammunition.
If each side was aware of the other and in entrenched positions across a battle field, I give the Seals 10 - 1, maybe 20 - 1 advantage based on modern weaponry.
