Not sure where this took place but, for any LA folks thinking about this, you can only "Citizen's Arrest" for a felony. Here is some sage advice, if someone isn't getting killed by someone else, stay out of it and be a good witness. The ONLY time I would get involved, and it would have to be for someone who obviously isn't a scumbag, would be to stop someone who was straight killing them right then and there.
As someone said before, what could he have possibly stolen from a WALMART that was worth what just happened?

In most states security gaurds hold a "peace officer license" amd can restrain and arrest perps. They did the right thing here and will not be charged.

He was "resisting" arrest from someone who didn't even have the power to arrest him. He is "security", meaning he calls the police after he gets the guys numbers down. Instead, he and another guy straight up beat the shite out of the "perp".
How would the other guy even know they were security, they were dressed in normal street clothes?
I am not sure what legal action will be taken, but even if that guy did steal from walmart, they will be paying him big money because these guys tried to act like cops.

It is like this with any corporation.
Worked retail one summer in high school, we were told all we could do is call the cops if we saw someone steal. And if they were in the store, all we could do is use certain words to tell them we see them stealing. Couldn't even accuse them.
Worked at chilis a while ago also. Someone skipped out on the bill, couldn't even stop them. Just have to let them walk out the door.
