Addison Heffron, 25, 9989 Burbank Drive, Baton Rouge, fourth-offense DWI, driving too slow, speeding and driver’s license required.

Her first offense was October 6, 2013.

The only way to stop people like this is to lock them up for a long time. IMO here's how it should go:
1st Offence: 30 days in jail with chance to reduce that to a week in jail if they agree to community service and DUI intervention/awareness training. Along with this something like 60-90 days of suspended license.
2nd Offense: Automatic minimum of at least 6 months in jail. Loss of license for a year.
3rd Offense: That's strike three in my book and if they were going to learn their lesson they already would have done so. Automatic life sentence.
One other detail I'd add is that if their DUI included them injuring someone else, no matter if the first offense, they are locked up for at least 5 years. If they kill someone they're eligible for the death penalty.

Wrong place, wrong time. Could have happened to any of us.
As to why he is not in jail...how many times do you need it explained? This is his fourth arrest. He has not been convicted of 3 DUIs already. If the first was in 2013 they are probably all still pending.
