EBRSO Investigating Bank Robbery - Chase Bank on O'Neal

Unfortunately it is. I worked for a Chase Bank few years back and they basically told us if anyone just asks for the money you are supposed to give it to them and not chase them down.

They could do away with the vast majority of these bank "robberies" if they refused to hand over the money unless they see a gun. The guys who have guns will be pointing them anyway. All these jackasses who pass the "I have a gun" or "I have a bomb" notes don't have anything but their hand in their pocket.
Now what would be truly interesting is if the teller pulled out a gun and shot the guy dead right there using self defense as a justification. It would be classic, "he said he had a gun."

Yup. The implied intent is that you have a weapon and will use it if they don't cooperate, so the threat of force is the same as if there was a visible weapon.
At least in the eyes of the law as I appreciate it.
