Why would the percentages be different in different parishes? Why bother with such a law at the parish level (or any level at that matter)?

NO is cool and has "culture" but it is a total shite hole. Even post Katrina, the place is just dirty. I guess if I was a hipster or grew up in the city I'd like it, otherwise it sucks.

Culture. Since living in Arkansas from '83 I've said for a long time that from Monticello, AR to Alexandria should be a state. I don't see one iota of difference in the lay of the land or in the culture of the people.

Has anyone mentioned the mosquito hordes in south louisiana and the flat boring featureless terrain? North Louisiana actually has scenic views, hills and valleys, and not near the insect laden environment of south louisiana.

Only experience I have with North LA is when I went to NLU in Monroe for a semester. The one place that actually made me miss BR. Monroe sucks.

South La is about like NYC, or Southern California when it comes to the uniqueness of it's culture.
South La shouldn't ever be compared to North La. It's an unfair fight. North La is indistinguishable from North Fl, south Ga, and most of Ms and Al. South La is distinguishable from everywhere.
