PK abuse has ruined soccer...i propose a fix

should be a 12 yard semi-circle around the center of the goal.
only if you are fouled in that area do you get a PK kick. Goalie can no longer run 28 yards out to grab a ball AND YOU NO LONGER GET A FREE SHOT ON GOAL FOR DIVING 20 YARDS AWAY WITH YOUR BACK ON GOAL
current penalty area = 7,128 sq ft
proposed penalty area= 2,035 sq ft
just trimming the fat of where garbage PKs are handed out, and the area shite goalies can over commit to.

The fundamental issue is that very few goals are scored in soccer, and a foul called in the penalty practically gives a goal away. Much of the time these end up deciding the game. That's too stiff a penalty for the crime, and it gives the ref too much power over the outcome of the game. Perhaps this could be alleviated by just moving the spot for penalty shots back so that it isn't such a gimme. Maybe penalty shots could be taken from the edge of the penalty area. With no one in front as they are now this is probably closer to a 50/50 proposition.
Edt: You could also keep the current spot and use it for flagrant fouls.
