I don't have any advice to help you get him to feel responsibility, because I think getting him his "own dog" is fricking stupid, but here are some tips for raising a pit bull from a puppy.
Constantly be socializing it with other dogs. Pits are prone to being more aggressive to other dogs, but this can be remedied from early and constant socialization.
Bring the dog around people a lot. They love people, but if the only people they know are the family it could get protective.
Get the dog fixed.
Give the dog love, but make sure you are the alpha.
Don't let the kid raise the dog. This is a terrible dog for a kid to try to raise at 4 years old. Especially with parents who have never raised a dog.
Don't crop the ears or dock the tail.
Edit: Regardless of what the OT thinks, Pit Bulls raised correctly are great family dogs and great around kids.

You might want to call the homeowners & let them know their insurance will need to know so they can drop them. That's how you get rid of that dog

Guys, its a puppy, and the guy we got it from said it won't get over 35 pounds. So let me repeat, the puppy, is not ripping anyonesface off. And yes it was free. I came on here to get tips on raising the dog right since I've never had one so it doesn't do everyone just said.

So every pit bull has eaten every child it has come in contact with? Interesting. And maybe the OP is misleading, what kind of things can we allow the 4 year old to do to feel responsiblility and learn some things by being a dog owner. But wait, its not "his dog"

That's a great dog for a child. My Godson had a 9 year old one when he was born. They were best buddies, unfortunately the dog passed a few weeks ago. It was very hard on the kid.
