No university can "block" a transfer. A player can transfer to any school that will accept him; he just has to pay his own education for a year. If, however, a coach grants a release to a player for a specific school, then the player can accept immediate financial aid from that school.
The NCAA rule states that a player who transfers (FBS to FBS) must sit out a year, subject to very limited exceptions, for example, a graduate student pursuing a masters (ex. Jacob Coker and Russell Wilson) or if the student has a sick relative. I am not sure but Phelon Jones may have qualified for the latter to play right away at Bama.

No, he can't.
All he can do is not grant the release which means the player couldn't receive a scholarship while he sat out the first year.

DD says he graduates in May. Unless they recently changed the rule he can go where he wants and play immediately.
