Even among Republican primary voters in his home state only 37% want him to run for President, compared to 51% who think he should sit it out. Mike Huckabee is the top choice of GOP primary voters in the state at 20% to 13% for Jindal, 12% for Ted Cruz, 10% for Rand Paul, 9% for Jeb Bush, 8% each for Chris Christie and Paul Ryan, 7% for Marco Rubio, and 2% for Scott Walker.
All the Republican contenders for President lead Hillary Clinton in hypothetical contests, but the margins are closer than they've been in the state since her husband was on the ticket. Christie leads her by just a point at 44/43, Jindal's up 2 at 47/45, Paul leads by 4 points at 47/43, Huckabee has a 5 point advantage at 49/44, and the strongest Republican with a 7 point edge at 50/43 is Jeb Bush.

My biggest gripe is he hides behind the constitutional constraints yet refuses to do anything to fix our clusterfrick of a constitution

Most of his reforms aren't really reforms. Most of them are just made to look like attempts at reforms in order to check some box on his national electability resume. For example, his ethics reforms exempt his own office. His educational plan hacked a lot of spending without addressing the reasons why that was the only place spending could be cut or why so much money was needed in the first place. He proposed ending the state income tax without actually thinking through where the state would make up that money without adding to property taxes (which most individuals don't pay). His voucher plan is a good idea poorly executed and may be unconstitutional. His "discussions" at legalizing marijuana are nothing more than "discussions" meant to generate good publicity and no real changes.
He's seen as an empty suit who had so much promise, but instead focused too much on his resume and not enough on actually trying to help his state.

Well 0% of blacks will approve of him, which makes up a large portion of this state. Also 0% of teachers approve of him, just those two groups alone gets you pretty damn close to those numbers.
Having a name like Piyush Jindal still doesn't fare well with some folks.

My beef with him is that he's too tied to the GOP. I'm also not a big fan of corporate welfare (tax cuts for selective industries instead of across the board cuts)
