But instead, he antagonizes them, galvanizes their resolve, and makes it more likely they incorporate. Idiocy.
Just about every politician whose district mainly covers incorporated BR has been doing the same thing... they see the worst-case scenario for BR if St. George bolts but they seem to be doing their damndest to make it happen by antagonizing St. George instead of addressing issues.
The last shite that Delgado et all pulled last night, which was attempting to replace St. George Fire District board members with BRFD loyalist, was beyond the pale.
If they want to put BRFD loyalists on that board, then maybe they should start expanding BRFD coverage to the areas currently covered by the St. George Fire District.

The city should have been annexing these areas all along as they were developed. It's what cities do and how they grow.
The people who live in these areas vote.
Baton Rouge is just fine with taking their money. Listening to their voices? Not so much.

Same thing happened in Atlanta.

That's what LSURussian "thinks" will be the budget. He has no clue.

Being a BR city homeowner, maybe automatically I'm included in whatever is of interest either to the city or the parish, so I guess I don't really get to see where the line is drawn on where city residents don't get to fully participate.
What all decisions do the non-city residents miss out on?

Can somebody, for or against this, summarize for me how someone could be principally opposed to this?
I can see thinking its a bad idea because of what may result, but I don't see a reason in theory why an unincorporated area shouldn't be able to incorporate.

I can imagine Kip's frustration.
He has done a good job of running an open government with tight internal fiscal controls. He has focused most of the infrastructure investments in the unincorporated areas of BR - including tax breaks to spur development in those areas. Now they play the victim card in an effort to take the money and run.
I'm sure he realizes that he is largely distrusted due to his race, as being a black democrat associates him with the race-baiting idiots that represent north Baton Rouge.

This has been about public schools from the beginning. Holden should remember that despite the heated rhetoric and take this opportunity to be a cooler head in this debate....several members of the council aren't helping things.
The race card? Is that all you have?

So is talking this way about them going to strengthen the resolve of the SG proponents or cause them to capitulate? This can't be a war of attrition as his enemy will have to be his ally (as well as his continued cash cow) in the end.

Do the challenges a BR mayor-president faces render their gripes illegitimate?

Voting on the CATS tax for one thing.

city-parish invested in the St. George area of the parish, creating major retail centers -- and now, supporters of the initiative want to keep that for themselves, Holden said.
How exactly did the city invest in creating shopping centers?

Kip's race didn't stop me from voting for him. Twice.
His tantrum over the whole Audubon Alive boondoggle (among other things) is what kept me from voting for him a third time.

Ok, I didn't live here when that went down and didn't get the specifics on how it did. I thought that was a City of BR property tax for those in the City of BR, and that pretty much all of the routes were there, with a few actually spilling out into St George. Is it a EBR Parish tax? And did only City of BR residents get to vote on it?

Why should unincorporated areas get to vote on the CATS tax when they don't even have to pay the tax?
You guys are drunk. :)

Not sure. It's subject to homestead exemption....it's not a muni tax. It may not be a parish tax but the tax district boundaries are not completely following Baton Rouge city limits. I think it includes Baker as well.
This is about schools....not CATS- although public transit is a valid concern for the entire parish

CATS is a regional transportation authority and I lifted this from their website:
quote:
Who Are We
Capital Area Transit System (CATS) is the regional transit authority of the Baton Rouge metropolitan region. CATS provides quality mass transit services in East Baton Rouge Parish for a population of 430,317 and within a service area of 296 square miles in the capital region. CATS provides fixed route service, paratransit service for disabled passengers, contractual service to Southern University and seasonal service for special events. CATS operates 20 fixed routes and paratransit services with 90 transit buses and vans. CATS operates the main terminal at 2250 Florida Blvd, Baton Rouge and uses a hub and spoke model for delivering its transit services.
How it was chartered:
quote:
Through the years CATS has worn different "hats” as it has evolved from a private business to a political subdivision of the State of Louisiana created by special act of the Louisiana legislature. Names changed from the Baton Rouge Bus Company to Metro Transit to the present day Capital Area Transit System, but they all had one thing in common: transporting the people of the Baton Rouge area.
When they decided to get a majority of the funding for CATS they decided to exclude a substantial number of citizens from the vote to insure passage of the tax. Consequently, CATS serves a larger area than pays property taxes to support it.
We that do not pay the tax thank those that do for their generosity.

Why should unincorporated areas get to vote on the CATS tax when the tax only applies to people in the city limits?
Because the services extend outside the city limits and also into the unincorporated areas. Why should people in the city have to pay for services that extend to other parts of town?

CATS was getting supplemental funding from the city/parish general before the tax was passed.
Still not sure why that's relevant.
