Wisconsin got screwed. There are no two ways about it. The whistle clearly blew and the qb's knee was clearly down. In that situation the officials have to reset the ball quickly, the fact that ASU players were laying all over the ball to prevent that.
They should have reset the clock.

You are right, with 3 seconds left Wisconsin wasn't ready to snap the ball. Even if the refs were quicker Wisconsin under the new rules didn't have time to snap the ball.

# 3 & #48 weren't set when the ball was snapped, that alone would have been a 10 second run off on each.

Wisconsin didn't do anything wrong. The refs lost control of the situation with time winding down, simple as that.

Section 4, Article 3.5 of the NCAA Rule Book
the refs failed to call this penalty. the whistle was blown. after this occurred, the ASU players fell on the ball, which the officials had placed at the spot already. a delay of game penalty should have and the clock should have been dead.

Well, the whole situation could have been avoided if either :
A) Wisconsin kicks the field goal to begin with
Or
B) stave doesn't do that awkward ball on the ground thing.
I blame everyone: Wisconsin, Stave, refs, ASU player jumping on the ball.. Every party contributed to that being a fricked up ending IMO.

I agree with you. They rushed through the play with 18 seconds left and then stood around as if they had all the time in the world. If Wisconsin had been over the ball immediately after the ball was downed waiting to clock the ball the refs might have acted with a little more urgency.
Secondly, referees from the home teams conference should never be allowed to ref an OOC game. Particularly PAC12 refs who have a history of screwing over opponents (see Oregon vs Oklahoma fiasco).

Because the umpire allowed ASU to lay on the ball to kill time. Then when he finally removed them the umpire stood over the ball for a couple more seconds.
