Good Wine, at reasonable prices ($10-$20)

I drink wine every now and then. I'm not a big drinker of wine (beer is my choice) so when i go to select wine, it's really pot luck. What are some good wine recommendations? Red wine only, please. Do not like white.
From my wine drinking experience, i believe i like cabernet, red zin, and pinot noir. Right now, i really like Cloudline Pinot Noir and have a bottle in the wine fridge. I also have an expensive bottle of wine (about $30) that has a solid black label, but there is some sort of texture to the label. Not sure of the name. Family member gave it to us, and it was pretty good, from what i remember (i was drunk the first time i had it).
I also enjoy Coppola's cabernet, rosso, and claret. Any suggestions.

No wine snob here... I drink WalMart's $2.99 per bottle Oak Leaf Shiraz.

Your price range is prime territory for some of the higher value italian and spanish reds.
Look into tempranillos and nebbiolos varietals. There are some bargains to be had with some of the sub varietals in there (for instance there's a 2010 Luigi Pira Dolcetto d'Alba that's rated as a 90 by Wine Advocate and is $14). Crianzas and Riojas are good bang for your buck too.

Guigal Cotes-du-Rhone
or most Cotes-du-Rhones for that matter. They are great wines usually for under $20.
