The short answer to your question is next year the team should be playing to win, and the following year they should be expected to win. This is year 1 of the rebuild. Monty's getting the same 3 years to develop a new team that most coaches get, he just is in the unusual circumstance of surviving the last tear down and being around for the new rebuild.
The long answer is it's not a free pass, it's looking beyond the numbers to what is actually happening.
Year 1 - in the end it was what you expected from a CP3/DWest team, a high playoff seed and first round exit. But there were 2 stretches that season where the team looked like legit darkhorse contenders.
Year 2 - Received a 2nd place CoY vote because despite having such a poor record he took a team of mostly bench worthy players and made them much more competitive than they should have been.
Year 3 - The team is rebuilding and developing its young talent. This is what that looks like. What is Monty doing wrong if player development is the goal? Pretty much everyone but Xavier Henry seems to be developing. There are questions revolving around Davis' minutes, but between medical concerns and wanting players to earn their minutes rather than be anointed with them and pick up bad habits, I think it's arguable that he's doing the right thing and Davis shouldn't automatically get big minutes or closing minutes. I'm not saying I necessarily agree with his decisions, just that there are multiple ways to skin a cat and I don't think he's doing it wrong, just differently from what many fans want.
Year 4 - The team should have more talent 1-10 from development this year and offseason pick ups so they can start playing to win rather than playing to develop Monty's BFF's son or worrying about Davis' young bones.
Year 5 - Davis and Anderson should be AllStar level talents with a decent supporting cast and not making the playoffs would be a disappointment.
