You can file the IRS copies of the 1099's and 1096 electronically, so you don't need any pre-printed forms really. Those packages of pre-preinted forms are useful for paople who have to generate just a few 1099's or W-2's and they do not have a program that will produce them on blank paper.

I thought that form 1096 was only necessary when filing paper returns with the IRS?
