Under-appreciated during the 1980's was the Replacements. I think that they are widely regarded as influential these days, but very few people knew who they were (at least in the South) when they were still a band.
Others:
Grant Lee Buffalo 1990's
Doves 1990's
Camper Van Beethoven 1980's
Social Distortion - 1990's
That Petrol Emotion - 1980's
Echo and the Bunneymen - 1980's
Let's Active - 1980's
Superchunk - 1990's
I still listen to all of this stuff, but I also like so many new bands these days. It is so easy to find new music that suits my tastes compared to how hard it was back in the 1980s and 1990s.

The Mekons
possibly the greatest band in the history of music that no one has ever heard of, despite putting out more than 20 albums from the 70's on.

i have friend who still swears that "last broadcast" is what got him through rehab.
the damned never seem to get enough love. maybe because they changed up styles so often, but their 70's punk stuff is some of the best and the 80's stuff is occasionally great.

I can't count the number of times I saw them live in Baton Rouge back in the 80's. The first band I ever slam danced to, at the Chimes, with all my college buddies. Epic band, Gino was badass.
About a year ago I found a site that had both their albums for download for $10 each. It was like finding a lost friend.

Probably the best hard rock band nobody has heard of.

They have probably been mentioned but:
Blind Melon
I'm sorry, but the fact that they get included on "one hit wonders" lists is justification enough for their inclusion.

God Lives Underwater was under rated IMO. Life in the So Called Space Age is a killer album.
