Well dragons have been gone for hundreds of years so that's hard to say. Only thing we know is from TP & TQ and in that novella only Targs or bastards with Targ blood could ride them except one person who tricked a dragon by feeding it a sheep a day. Every person that tried to climb on a dragon and ride it was burnt to a crisp or eaten alive

Varys certainly needed Tywin out of the way at some point so...maybe?
However, the book doesn't read like Varys wanted Tyrion to go up the tower. Seems like letting Tyrion go up there was a gamble for Varys. Tyrion could have easily been the one dead.
