Not only is that a good theory, but you make a pretty good point that Jaquen H'ghar may be the greatest fighter that we know of.

Thinking back, all Arya had to do was name names. Any three names. It didn't matter who. And Jaquen H'ghar would have killed them. He was pretty bad arse in taking Harrenhal and it appears he doesn't even need a weapon to kill, if he is indeed the alchemist.

New Top 5:

Jaquen H'ghar (??? aka Syrio, aka alchemist, aka Pate ????)
Robert Strong
Bronn
Strong Belwas
Brienne

Although, I'm not sure that Syrio = Jaquen. GRRM was asked this question. An his answer was somewhat vague. However, he did imply that Syrio, great as he was, could not have survived that fight. (Which could mean anything, coming from GRRM).

GRRM has said himself that Ned was an average and serviceable swordsman and it is mentioned in the books that Brandon was the true talent of the Starks.

Now not that Ned wasn't skilled because he was the second son of winterfell and had all the benefits of that station however he was no Selmy or Rhaegar.

Now he was one of the best military minds of his day, that's why his armies were so formidable.
