Because it's safer not to have one in the chamber.

This is one reason why I don't keep a round in the chamber of my CC weapon. It has a long trigger pull but no safety. So unless I feel in imminent danger I do not put one in the chamber. I have said before that I have pulled my gun in two different situations in the past and I had plenty of time to chamber a round.
