Well, it appears to be a list of NCAA football players, specifically QB's, that are eligible for the 2012 draft.

And, on that list, Mr. Jefferson is ranked higher than Mr. Lee.

Yeah. And Russell was ranked a bit higher than Flynn and we see how that's worked out.

Realistically both are gigantic projects as far as the NFL goes. JJ has more athleticism would be my only guess as to why he is rated higher.
