It's more than transition. Alzner and Carlson were playing nearly as well as any top pair in the league by season's end. Green and Hamrlik would be the top transition pair, but Hamrlik was one of the Bolts' leaders in blocked shots and defensive draws. He's an active defensive anchor. Wideman would be on the top pair of a bad team and the 32 pair for almost any other team in the league. Instead, he'll be the 33 pair with an extremly physical D-man in Erskine or Schultz (who is slow as dirt). But he's also the #6 blueliner. I can't think of a deeper pool of defensemen. And we need less Hannan types. He sucked so badly in the playoffs, light didn't escape.
Actually, I think the Caps have about $7 million left, but that'll be eaten up by alzner and Bouwer. Poti's got to either be going on the IL or moved (yet another defenseman!). But I think the writing's on the wall for Semin. Look for a team near the salary floor and pull the trigger.
ETA: You're right, they have $500,000 left, but can go over the cap by 10% during the offseason. Hence, the $7 million.

Caps trade Fehr to Winnipeg for a bag of used pucks (a 4th and an ECHL goon). Total salary dump, good move by Winnipeg to get a 3rd liner for nothing.
Caps probably still have to dump one more contract (Schultz or Chimera) and send Poti to the IR. This moves virtually insures that Semin and Green are both coming next season. The Caps have a great goalie on a one-year deal... they are going all-in. If they don't win the Cup this year, exepct the Caps to blow it up.
