What's the best 2nd tier urethane ball for distance. My swing speed will not set any records.

Probably something like a Srixon Q-Star.
Here's a gigantic rabbit hole if you're willing to jump in it.

Taylor made tour response
Srixon Q-Star tour
I like the Tour Response.
You might can get some logo overruns of Titleist AVX.

Maxfli makes a ball that competes with the upper end balls in their Tour lineup.
I use the Tour X. It’s $40.
It’s been rated the last few years as one of the best balls by mygolfspy. They have a Tour X, Tour and Tour S.
If you can find the Kirkland v3.5, it’s probably worth a shot at its price point. The Costco here in BR still doesn’t have the 3.5, they only have the 3.0 which is shite. It’s like $24 or $27 for 2 dozen.
But, use the mygolfspy ball test that he linked. It gives ratings for high, medium and low swing speeds.

If you buy the 4 dozen pack they are $30. I use the Tour X, best ball money can buy.
To answer the OP question, for swing speeds <95mph, use the Maxfli Tour S. Lower compression, higher launching softer feel around the green.

Vice and Snell are both great balls and probably the cheapest urethane balls you'll find.

Yeah was coming to post this.
It’s the ball I use the absolute most and definitely buy it in the big box

Tour X for me. 100ish speed. 4 doz for $120 is hard to beat

Titleist Velocity go far as shite and stay way straighter for me
They definitely don’t spin nearly as well around the green and such, but I lose far more strokes off the tee than anywhere else so it works for my game. The lack of iron spin is also very forgiving for me because I play a fade on irons that tends to slice. These balls just won’t slice nearly as much as others
$29.99 a dozen

Another vote for the Maxfli Tour x. Great ball and the price is right.

Tour Response
Bridgestone e12
Callaway ERC
Q-Star
TR is probably best, but e12 is the straightest ball I've ever played. Bridgestone in general are very straight balls, but the e12 is ridiculous straight.

Maxfli Tour / X / S are a great balls for the price. They take Dicks / Golf Galaxy discount coupons as well. Ended up paying under $25 per box last time.
Ben Griffin won on tour playing the Tour X last year. Definitely punches above its price.
