LA OMV Electric & Hybrid road usage fee

I mean i sort of get the electric fee but what the frick with this hybrid fee. My hybrid does not plug in. doesn't charge. gets mildly better gas mileage in the city but consumes more gas on the highway. I pay for gas all year long with this vehicle.
And the difference between the hybrid and the electric fee differences is only like $37 when i pay for gas all year. What the frick.

Hybrids cause more road wear and tear. Hybrids consume less gas, the taxes of which go towards repairing roads. The piper will be paid.

So? If you are using that argument, then huge trucks, which cause significantly more wear and tear to roads than a hybrid sedan, should also pay this tax.
And I'm fine with the tax / fee on plug-ins. They get to avoid paying for the upkeep of the roads with this tax. But hybrids? I don't know. Maybe a more minimal tax because they still use gas and pay that gas tax.

They do pay a higher tax based on weight.

my car is a hybrid but not for gas savings for performance it doesn't save on gas just makes it quicker
