At this point, most of the investigation work has been done. The state auditor in California is one person actually doing their job, and they pretty much gave the state a list of the most egregious violators and a plan to stop them over two years ago. They never acted on that information until they were forced to.
We have the laws, regulations, and manpower to track and end this shite. It is good to see it finally used.
